OMB Issues 2021 Compliance Supplement
- The Compliance Supplement is intended for auditors conducting Single Audits but is also a fantastic resource for auditees as they prepare for a Single Audit
- Incorporates changes to the Uniform Guidance that became effective during 2020
- Supersedes the 2020 Compliance Supplement Addendum addressing PRF. Auditors will also be required to test out-of-network patient out-of-pocket expenses in conjunction with the Special Test and Provisions compliance requirement
- Designates PRF as a high-risk program and thus more likely to be audited as a major program for auditees with multiple federal programs
- Testing of reporting under the Federal Funding Accountability and Transparency Act (FFATA) has been expanded to cover more programs
- Addenda will be later issued to incorporate more programs funded by the American Rescue Plan Act (ARPA)
Provider Relief Funds - Single Audit Reminders
- Providers will report PRF expenditures and/or lost revenues on their Schedule of Expenditures of Federal Award (SEFA) beginning with fiscal years ending on or after 6/30/21
- SEFA reporting is linked to report submissions timeline for the PRF Reporting Portal
- PRF expenditures and/or lost revenues will first be subject to Single Audit or program-specific audit beginning with fiscal years ending on or after 6/30/21
- Single Audit or program-specific audit will be due 9 months after fiscal year-end
